(a). Sub-section (3) of the Order of the Lords in Council of the 12th August, referred to in the preceding para- graph, is incorporated.

(b). The heading of List C is amended in accordance with your instructions in your Circular despatch of the 25th August.

(c). A slight alteration is made intwo headings in

List C, suggested by paragraphs 1(5) and 2 of your circular despatch of the 15th September, relative to exports to Bulgaria. (d). Section E of the proclamation of the 17th Septem-

ber is deleted, an explanatory foot-note being added.

Consequently upon the changes introduced since

the date of my confidential despatch of the 18th June it has

been found necessary to make amendments in and additions to the

rules which formed the fourth enclosure to that despatch. These amendments and additions are as follows:- (Copies of Rules enclos-

-ed.) (a). A paragraph has been added to rule 1, to meet

the point raised in the telegraphic correspondence noted in the

margin, copies of which are enclosed.

(b). Under rule 2 the reference to the exportation of

American pine is omitted.

(c). Under the same rule the wording of the heading

of List C, as revised, is used.

(d). Under the same rule "Compounds" has been

substituted for "Salts" of mercury, in accordance with the

revised nomenclature under Proclamation No.31.
